A new analysis of the SCIGN data is available from JPL at: 

http://milhouse.jpl.nasa.gov/scign/analysis

The JPL-SCIGN_2.0.0 analysis covers the period from 
January 01, 1998 to April 01, 2000.

Average daily absolute station coordinate repeatabilities over 123 of 127 sites are: 

 East 	1.3 mm
 North 	1.2 mm
 Up 	4.4 mm

Perl programs for manipulating and ploting the data are also available
under the above website.
