Proposals from consortia are allowed. Typical grants are $1M - $2M. "Only" 30% matching funds are required. Highly innovative projects are favored over "rehab." This seems to me to be a much better target than the usual NSF Facilities panel that I think it would be worthwhile to accelerate the process of grant writing by 3 months.
