I recently learned from Dan Weill that NSF has a "one-time"
Academic Research Infrastructure Program, with proposals due March 1, 1995.

Proposals from consortia are allowed.

Typical grants are $1M - $2M.

"Only" 30% matching funds are required.

Highly innovative projects are favored over "rehab."


This seems to me to be a much better target than the usual
NSF Facilities panel that I think it would be worthwhile
to accelerate the process of grant writing by 3 months.

Any ideas for matching funds?
