subject field of your mail should be non-empty.

Messages will be archived at the IGS Central Bureau at the Jet
Propulsion Laboratory (JPL).  One way to access the archive, which is a
part of the IGS Central Bureau Information System (CBIS), is to execute

    lynx http://igscb.jpl.nasa.gov/

which should work on most Unix machines.  Once in lynx, use the arrow
keys to navigate.
