They are installing a handrail around the roof, including next to the antenna. In principle, the antenna should not be moved. However, there was drilling in concrete around the antenna, and a supplementary support has been removed. This support was only to help stabilize the antenna in case of wind. The work should be finished early next week, probably by 03-May-2006. We have submitted a new log file. Included in this log file is an update to the site for pictures (though the pictures are not yet updated), a correction for the responsible agency (NIST), and the above information about the construction (section 10.).
