Subject: Missing nav. message TSKB

The navigation files of TSKB station from DOY 188 to 191
are missing by the trouble of the SNR8100 receiver.
The navigation messages were not recorded on the flach card.
Fortunately the observation data has no problem, so only 
observation files are sent to CDDIS during 188-191.

The receiver function was recovered on DOY 192.
