Dow & Ruth E. Neilan Dear Colleagues, It is with an enormous sense of loss that we heard the sad news concerning our dear colleague and friend, Werner Gurtner. Werner contributed greatly to the IGS over many years, always with clear objectives and sharp technical insight. His role in creating and evolving RINEX for the IGS and the users of GNSS is a legacy that will live on for many years. He was also instrumental in the establishment of the IGS website in the early 1990's, working at the Central Bureau at JPL and introducing the IGS as an early presence on the world wide web. He was an important link between the GNSS and SLR communities, a link from which the Galileo project was able to benefit. Werner will be remembered for a very long time and sadly missed. On behalf of the IGS Governing Board, the IGS Central Bureau and the IGS Associates, our sincere sympathies are extended to his wife Christine, his family, and close colleagues at the University of Bern and beyond. Yours sincerely, John M. Dow and Ruth E. Neilan
