I have sent a finalized version of the new version 3.00 of the
clock RINEX format to the IGS Central Bureau.  Please see IGS
Mails #5401 and #5433 for background information.  A few more
modifications have been made to maintain consistency with the
full RINEX 3.00 specifications (see IGS Mail #5478).
