RINEX Version 3.00 including navigation message files

The latest documentation of the RINEX Version 3.00 now contains navigation message files in a version 3.00 format also suitable for the future Galileo system and GPS enhancements. The definition of the Galileo part has been developed in close cooperation with the Galileo group at ESA during the last few months. The cited definition of Galileo System Time GST corresponds to the information we got from the group.

Recently the documentation has been circulated among a group of interested people. Several modifications and corrections, mainly of the proposed navigation message format, have been performed during this review process.

*** Please check carefully the Revision History in the documentation if you have already started working with previous documentation versions!

The documentation does not yet contain an example of a Galileo navigation message file due to unavailability of such an example at this time. It will be provided later.
