Users should be aware that the clock aboard PRN30/SVN30 has been
undergoing unusual, discontinuous behavior since shortly before
midnight on 06 March 2006.  Jumps of some 10s of nanoseconds have
been seen, which is apparently not quite at the level to warrant
a NANU.
