With regard to IGS Mail 5135, the launch of the first IIR-M ("modernized")
GPS satellite scheduled for tomorrow has been postponed indefinitely.  In
addition, it is questionable whether this spacecraft will actually broadcast
operational civil L2C and military M-code signals.
