Dear Friends and Colleagues,

It is time to prepare the IGS 1998 Technical Reports. This year the Central
Bureau will shepherd the production of the volume. Many thanks are due to
Prof. Ivan Mueller for his significant contribution as editor last year for
the 1997 report. The 1997 Technical Reports were available at the newly
implemented CBIS in October of 1998, and due to various changes in support
services at JPL, the final hardcopy volume could only be distributed in
April of this year. We plan to do much better this year.

As you know the 1998 reports will be published in two volumes following the
format of last year. The IGS 1998 Annual Report which is for general public
distribution will be printed in large numbers (2000) and on relatively few
pages (~30). The 1998 Annual Report is planned to be distributed at the
IUGG in July and this is proceeding according to schedule.

The IGS 1998 Technical Reports (Volume 2) will resemble our earlier Annual
Reports but it will be printed for limited (~400) distribution and it will
contain primarily detailed technical reports. It is targeted to 'expert'
users and IGS components, but freely available to anyone. Both volumes will
be published electronically on the IGS website. You may see that IGS
publications since 1993 are now available at:

This letter is to request contributions as indicated in the proposed Table
of Contents below. This being the annual report for 1998 please REPORT ONLY
FOR THAT YEAR. In order to save expenses please include only material which has
CHANGED WITH RESPECT TO THE IGS ANNUAL REPORT 1997. Authors not listed should
feel free to contribute to items in the Table of Contents or to others.

		INSTRUCTIONS AND SUBMISSION GUIDELINES

We are in the process of upgrading the server for the IGS Website and
therefore will refine/clarify details for submitting files for the 1998
Technical Reports in the very near future. Preliminary instructions and
submission guidelines (along with a sample submission) outlining the
preparation of author-produced manuscripts may be obtained via the World
Wide Web at:

       http://igscb.jpl.nasa.gov/

See 'Submission Guidelines' at the bottom of the homepage. The procedure
will be similar to last year and a number of you are familiar with this
process. We are working to improve the interface. Please remember that all
documents will be combined into a single styled volume in traditional IGS
format. Any questions can be addressed to Ken Gowey (kgowey@jpl.nasa.gov).

If you do not have access and would like a copy of the guidelines sent
via email or carrier mail, please contact Ken Gowey at (818) 354-4532
(kgowey@jpl.nasa.gov).

Your cooperation is greatly appreciated (in advance) and we look forward to
working with you on this project. Please remember the submission deadline
is July 31, 1999!
