Subject: BKG with new internet connection

Since 98.12.18 11:00 the internet connection at the BKG changed from
X-25 to ATM (BWIN), i.e. for the most connections to and from other
hosts new routes will be used and the data transfer should be faster.

With a delay of one second (LEAP SECOND)
