Subject: New receiver at GUAM

The TurboRogue SNR-8000 at Guam has been swapped with another TurboRogue
SNR-8000 on day of year 213 23:00. The new site is running version 3.2 of
the TurboRogue firmware and clock steering is enabled. A new sitelog is
being prepared and will be submitted to the IGSCB.
